Reserve capacities on classes allow you to hold a certain amount of seats for a certain subset of students. Sometimes classes will have multiple reserve capacities listed per class. The trick with adding multiple reserve caps is that you cannot have two reserve capacities on the same row. The system allows you to do this, but you should not.
You have to use the top plus/minus button on the tab, then add the new reserve cap information on the next row (the reserve capacity sequence will advance by one).

If you do not set them up correctly, the system doesn't know which reserve cap to pay attention to, and it will not honor either, meaning the seats you were holding for that subset of students are not working and are being bypassed altogether.
We have a query to find this issue when it happens. However, the additional unfortunate aspect of multiple reserve caps on a single row is that once students start to enroll in the class, we cannot fix or delete the setup if done incorrectly, so having these set up before registration begins is best practice.
